Beebe Powerless on Coal Plant: Enviros hate a proposed coal-fired power plant slated for construction in southwest Arkansas, and they let Gov. Mike Beebe know it by presenting him with a petition signed by some 3,700 aginners. Beebe claimed he lacks authority as governor to stop the plant, then, when they didn’t buy that, he held his finger across his upper lip like a mustache and said, “Lo siento, senor, no hablo ingles,” and fled the room.
