		<description>Legislators reading a bill?  Naah, no need to do that; lobbyists tell them about it over lunch.  In their defense, however, I will say it is darn near impossible to read every single bill out of 2000+ bills that are introduced each session.  Committees are supposed to screen out the bad bills, but with one party in charge (and having been so, with a few exceptions, for some 130+ years) of all three branches of government, that often doesn&#039;t happen.  Meanwhile, Arkansas languishes in 50th place.</description>
